Study – Revenue Sharing in Mozambique’s Extractive Sector: The Case of Inhambane Province (Inhassoro and Govuro)

This study provides a critical analysis of the revenue-sharing regime in Mozambique’s extractive industry, focusing on the districts of Inhassoro and Govuro, and assesses the extent to which the current legal and institutional framework has promoted a more equitable redistribution of the benefits derived from natural resource exploitation.

Despite the reforms introduced by Laws No. 15/2022 and 16/2022 and by Decree No. 40/2023, the findings show that the conversion of extractive revenues into effective local development remains limited, constrained by persistent structural weaknesses in implementation.

The results highlight delays and inconsistencies in transfers, discrepancies between budgeted amounts and funds actually received, weak transparency, limited effective community participation, and capacity gaps at the district level. These shortcomings have led to incomplete projects, non-operational infrastructure, and low social impact, ultimately undermining the right to development of affected communities.
