Reports of alleged executions of civilian fishermen by Mozambique’s Defence and Security Forces (FDS) in Cabo Delgado Province are increasing. Following earlier allegations of executions in the districts of Ibo (8 September 2025), Quissanga (September 2025), and Pangane in Macomia (July 2025), the Centre for Democracy and Human Rights (CDD) received, on Tuesday, 18 March, a new report concerning an incident that allegedly occurred on 15 March involving three fishing vessels in the Kalungo area, approximately 20 km from Mocímboa da Praia.The reported incident allegedly resulted in the execution of 17 fishermen, the disappearance of 13 others, and serious injuries to three individuals.
If confirmed, this incident suggests a possible pattern of unlawful and excessive use of lethal force against unarmed civilians. Such acts would constitute serious violations of human rights and of International Humanitarian Law (IHL). This communication seeks to trigger urgent action by calling upon national and international institutions to activate their mechanisms and initiate an immediate, independent, and impartial investigation into these allegations, while ensuring protection for affected communities and preventing further violations.
