Paul Kagame operated profound changes in the Armed Forces of Rwanda, changing everything from Minister of Defense to Chiefs of Staff and Commanders. The President of Rwanda did not for- get to make changes to the commands of the forces operating in Cabo Delgado, a province that is slowly becoming a Rwandan “protectorate” in Mozambique. The Rwandan forces responsible for security in Mocímboa da Praia and Palma are now commanded by Major General Alex Kagame. To lead combat operations, the Rwandan President sent Colonel Bahizi Theodomir to Cabo Delgado.
